Malgré les déclarations selon lesquelles il s'est « désengagé » de la bande de Gaza, Israël maintient le contrôle des postes frontaliers terrestres de la bande,
eaux territoriales et espace aérien. Cela inclut un contrôle substantiel, quoique indirect, du terminal de Rafah.

Au cours des 18 derniers mois, Israël a renforcé le bouclage de Gaza, limitant presque complètement le passage des biens et des personnes vers et depuis la bande de Gaza.

Ces politiques punissent des civils innocents dans le but d'exercer une pression sur le gouvernement du Hamas, violant les droits de 1,5 million de personnes qui cherchent seulement à vivre une vie ordinaire – à retrouver leur famille, à poursuivre des études supérieures, à recevoir un traitement médical de qualité et à gagner sa vie.

Les effets du bouclage ont été particulièrement durs lors de l'opération militaire de décembre 2008 à janvier 2009. Pendant trois semaines, les habitants de Gaza n'avaient nulle part où fuir pour échapper aux bombardements.

Gisha - Centre juridique pour la liberté de mouvement appelle l'État d'Israël à ouvrir complètement les points de passage de Gaza et à permettre aux véritables victimes de la fermeture - 1,5 million d'êtres humains - la liberté de mouvement nécessaire pour réaliser leurs rêves et leurs aspirations.

Despite declarations that it has "disengaged" from the Gaza Strip, Israel maintains control of the Strip’s overland border crossings, territorial waters, and air space. This includes substantial, albeit indirect, control of the Rafah Crossing.

During the past 18 months, Israel tightened its closure of Gaza, almost completely restricting the passage of goods and people both to and from the Strip.

These policies punish innocent civilians with the goal of exerting pressure on the Hamas government, violating the rights of 1.5 million people who seek only to live ordinary lives – to be reunited with family, to pursue higher education, to receive quality medical treatment, and to earn a living.

The effects of the closure were particularly harsh during the military operation of Dec. 2008 - Jan. 2009. For three weeks, Gaza residents had nowhere to flee to escape the bombing.

Gisha - Legal Center for Freedom of Movement calls on the State of Israel to fully open Gaza's crossings and to allow the real victims of the closure - 1.5 million human beings - the freedom of movement necessary to realize their dreams and aspirations.

تواصل إسرائيل، بخلاف تصريحاتها العلنية، فرض سيطرتها على قطاع غزة، حتى بعد تنفيذ عملية الانفصال، من خلال سيطرتها على المعابر البرية وعلى المياه الإقليمية وعلى المجال الجوي للقطاع بما في ذلك السيطرة العملية لكن غير المباشرة على معبر رفح.

ضيقت إسرائيل خلال السنة والنصف الأخيرة الإغلاق على قطاع غزة من خلال منعها شبه الكامل لأي حركة بضائع ومعبر الناس من وإلى القطاع.

سياسة الإغلاق هذه التي تعاقب مواطنين أبرياء بهدف ممارسة الضغط على سلطة حماس تسلِب من سكان غزة حقهم في الحركة والذي يعتبر شرطا مسبقا لممارسة حقوق أساسية أخرى. مليون ونصف المليون إنسان الذين جل ما يطلبونه هو العيش الكريم – لم شمل العائلة، اكتساب تعليم جامعي، الحصول على علاج طبي جيد والعمل من أجل كسب لقمة العيش- لا يستطيعون تحقيق ذلك بسبب عدم قدرتهم على الحركة.

لقد أبرزت الحملة العسكرية الآثار الشديدة لسياسة الإغلاق حيث لم يكن أمام سكان غزة، الذين كانوا تحت خطر الموت، أي وجهة للفرار إليها من هول الحرب وفظاعتها.

تطالب جمعية مسلك - مركز للدفاع عن حريّة الحركة دولة إسرائيل بفتح معابر قطاع غزة بشكل كامل والسماح للمتضررين الحقيقيين من الإغلاق- مليون ونصف إنسان - من العيش بكرامة وتحقيق طموحاتهم وأحلامهم.

בניגוד להצהרותיה, ממשיכה ישראל לשלוט על רצועת עזה גם לאחר ההתנתקות באמצעות שליטה על המעברים היבשתיים, על המים הטריטוריאליים ועל המרחב האווירי של הרצועה, לרבות שליטה מהותית אך עקיפה על מעבר רפיח.

בשנה וחצי האחרונות הידקה ישראל את הסגר על רצועת עזה כשהיא מונעת כמעט לחלוטין מעבר של סחורות ואנשים אל ומחוץ לרצועה.

מדיניות זו, המענישה אזרחים חפים מפשע במטרה להפעיל לחץ על שלטון חמאס, שוללת מתושבי עזה את זכותם לחופש התנועה, אשר מהווה תנאי מוקדם למימוש זכויות בסיסיות נוספות. מיליון וחצי איש אשר רק מבקשים לחיות - להתאחד עם בני משפחה, לרכוש השכלה גבוהה, לקבל טיפול רפואי איכותי, לעבוד לפרנסתם - אינם יכולים לעשות זאת בשל חוסר האפשרות לנוע.

המבצע הצבאי חידד את ההשלכות הקשות של מדיניות הסגר כאשר אפילו כשהיו נתונים בסכנת חיים ממשית, לא היה לתושבי עזה לאן לברוח מאימת הלחימה.

עמותת גישה - מרכז לשמירה על הזכות לנוע קוראת למדינת ישראל לפתוח את המעברים של רצועת עזה באופן מלא, ולאפשר לנפגעים האמיתיים מהסגר - מיליון וחצי בני אדם - לחיות בכבוד ולממש את שאיפותיהם וחלומותיהם.
